REGISTRATION OF FOREIGN COMPANIES TO BECOME SUPPLIERS OF THE DOMINICAN GOVERNMENT

 

The sale of products and services to the Dominican Government to meet their industrial needs and specialized services, is an opportunity to access a large volume market, available not only for national physical and legal entities, but also for foreigners, being this a practice ruled by the principle of equality and free competition, which demands to respect the participation of all possible bidders.

In order to participate in any process of purchase or public procurement, Law 340-06, in its article eight (8), requires to be duly registered in the Registry of State Suppliers (RPE), or along the delivery of offers, submit copy of the application for registration in the register, with proof of receipt of the document by the General Directorate of Public Procurement (DGCP).

This registry is characterized by its quickness and gratuity, with a registration term of a maximum of ten (10) working days.

The requirements established for the registration will depend of the nature of the applicant, in the case of foreign companies it consists of the following:

  • Complete the application form.
  • Documents that demonstrate the specific corporate purpose or business activity, the date of incorporation, its identity document, the management structure from the country of origin.
  • Simple original declaration stating that its shareholders are not first and second level officials of the hierarchy of guvernmental institutions, and that are not affected by the other prohibitions established in article No. 14 of Law No. 340-06 and its modification, according to the format issued by the General Directorate of Public Procurement. This document does not need to be legalized by a notary public.
  • Document that shows that you are up to date in your country with the payment of your tax obligations.

The translation by a court interpreter of all documents in a language other than Spanish is required. All documentation must be Apostilled, except the Application Form and the Affidavit.

Additionally, registration as a beneficiary must be made in the General Directorate of Public Procurement.
